Mansfield Borough Council to Consider Zoning Amendment, Public Works Hiring, and Community Development Initiatives
MANSFIELD, PA — June 10, 2026 — Mansfield Borough Council is scheduled to address a wide range of municipal issues during its June 10, 2026 regular meeting, including a proposed zoning amendment, the hiring of a public works employee, infrastructure and public safety updates, pool operations, community planning efforts, and ongoing economic and community development projects.
Meeting Overview
The agenda includes approval of previous meeting minutes, review of the May Treasurer's Report, approval of monthly bills, reports from the Mayor, Police Department, Codes Office, Wastewater Treatment Plant, Borough Manager, and standing committees.
Council will also review old and new business items, including a proposed zoning ordinance amendment and the hiring of an additional public works employee.
Community Development and Planning
One of the significant topics discussed in recent meetings has been long-term planning for the future of Mansfield.
Tioga County Planning Director Rachel Courtney presented information regarding an update to the Multi-Municipal Comprehensive Plan. A state MAP Grant could potentially cover 50% of project costs, while Tioga County Commissioners have indicated a willingness to contribute 25% of the required municipal match.
The previous regional plan included Mansfield Borough, Richmond Township, Covington Township, and Putnam Township. Discussions are ongoing regarding participation and leadership responsibilities for a future grant application.

Historic Preservation and Community Recognition
Representatives from the Mansfield History Center presented plans for a proposed "Walk of Honor" along the Borough walking trail. The project would recognize individuals who have made significant contributions to the community and local history.
The first proposed honoree is Jean Dewey, whose accomplishments have been recognized both locally and nationally. Council members expressed support for the concept as part of Mansfield's participation in Pennsylvania's America250 celebrations.
Public Works and Infrastructure
Council continues to evaluate staffing needs within the Public Works Department and is expected to discuss hiring an additional employee.

- $3 per swimmer
- Non-swimmers admitted free
Season Bracelets
- $30 per bracelet after the initial family pass sale period ends
Officials noted improvements in attendance tracking and usage monitoring for both general and subsidized passes.
Public Safety and Workforce Initiatives
The Safety Committee reported ongoing efforts to improve workplace safety, reduce workers' compensation claims, and enhance employee training.

Housing, Zoning and Community Growth
Council continues to review a zoning amendment related to Christ Church of Mansfield.
Church representatives expressed interest in expanding their community involvement and establishing a permanent location within the Borough. Discussions have centered on creating a conditional zoning exception while preserving the integrity of existing zoning regulations.
The church also expressed willingness to participate in a Payment In Lieu Of Taxes (PILOT) arrangement if necessary.
The zoning amendment remains listed under old business for the June meeting.
Wastewater and Employee Matters
Council previously reviewed a request from Lead Wastewater Treatment Plant Operator Richard Correll regarding payout of 160 hours of unused vacation time. The request was approved during the May administrative meeting.
Refuse Collection and Services
Council previously approved a temporary $0.10 increase per garbage sticker due to rising fuel costs impacting refuse collection operations.
The surcharge will remain under periodic review and may be adjusted if fuel prices stabilize.
Recreation and Community Events
Council approved the annual Homecoming Parade and continues preparations for summer recreational programming.
Officials have emphasized maintaining community traditions while expanding opportunities for resident engagement and tourism.
