Blossburg Borough Council to Address Infrastructure Projects, Community Development, and Recreation Improvements

BLOSSBURG, PA — June 10, 2026 — Blossburg Borough Council is scheduled to meet Wednesday evening to discuss a variety of ongoing projects and community initiatives, including park improvements, infrastructure upgrades, recreation investments, ATV access requests, and economic development opportunities.

The meeting will begin at 6:30 p.m. with the Pledge of Allegiance, followed by reports from Borough officials, committees, and community representatives.

Reports and Borough Updates

Council will review and consider approval of:

  • Minutes from the May 13, 2026 Council meeting
  • Treasurer's Report
  • Monthly bill payments
  • Police Department Report
  • Borough Manager's Report

Additional updates will be provided by the Mayor, Planning Commission, Police Committee, Recreation Committee, Fire and Ambulance representatives, Library officials, Street Committee, Shade Tree Commission, Budget Committee, and the Blossburg Municipal Authority.

Infrastructure and Community Improvement Projects

Several long-term projects remain under discussion, including:

LED Streetlight Conversion

Council continues to monitor progress on the borough's LED streetlight initiative, a project first introduced in 2021. The effort is intended to improve lighting efficiency while reducing long-term energy and maintenance costs.

Island Park Enhancement Projects

Multiple projects aimed at improving Island Park remain active, including:

  • Sidewalk improvements
  • Additional lighting installations
  • New signage
  • Revitalization of the area surrounding the Veterans' Monument

Council will also discuss the ongoing Phase 2 DCNR Grant project focused on upgrading the park's tennis courts.

Track Replacement Project

Updates are expected regarding the DCNR-funded track replacement initiative, which remains a priority recreation project for the community.

Economic Development and Community Branding

Council continues to support efforts through the V.I.B.E. Committee, which focuses on community development, beautification, and local economic growth.

Discussion will continue regarding V.I.B.E. signage projects designed to enhance community identity and improve visitor experiences throughout the borough.

ATV Access Proposal

One of the more closely watched items remains a request to allow ATV riders limited access to certain state roads for travel to nearby state game lands.

Council has been evaluating the proposal's potential benefits for outdoor recreation and tourism while balancing public safety considerations.

Public Safety and Hazard Mitigation

Council will review updates regarding Tioga County's Hazard Mitigation Survey, an initiative designed to identify vulnerabilities and strengthen emergency preparedness planning throughout the region.

Additional public safety reports will be presented by police, fire, and emergency services representatives.

Tioga County Community Initiatives

Council will receive updates on several countywide initiatives, including:

  • Tioga County Cat Project
  • Tioga County Association of Boroughs (TCAB) activities
  • Regional planning and cooperation efforts

Veterans and Historical Recognition

Council continues discussions regarding relocating the community's World War I cannon from Island Park to a more visible location near the Veterans' Monument on Main Street.

Supporters believe the move would provide greater visibility and recognition for local veterans and historical artifacts.

Educational and Recreation Partnerships

Updates are anticipated regarding the Southern Tioga School District Field House project and other collaborative efforts between municipal and educational organizations.

Website Accessibility Improvements

Council will also review progress toward compliance with federal accessibility standards for the borough website. The compliance deadline has been extended by an additional year, providing additional time for implementation.

New Business: Host Community Benefits Agreement

A major item under new business is the review of a draft Host Community Benefits Agreement (CBA).

While details of the draft agreement are expected to be discussed during the meeting, such agreements typically establish commitments and benefits between a municipality and a proposed development or project operating within the community.

Council members are expected to evaluate the draft and determine next steps moving forward.
