Officer-Involved Shooting Under Investigation in Mansfield Borough

MANSFIELD, PA — June 11, 2026 — An officer-involved shooting that resulted in the death of a robbery suspect is under investigation following an incident in Mansfield Borough early Wednesday morning, according to the Pennsylvania State Police.

State Police reported that at approximately 6:00 a.m., members of Troop F – Mansfield were dispatched to the area of Belknap Hall at Mansfield University to assist the Mansfield Borough Police Department with a foot pursuit involving a suspect wanted in connection with multiple robberies in New York State. The suspect had reportedly fled law enforcement following a high-speed pursuit.

Authorities identified the suspect as Charles Brandon Costanzo, 34, of Old Forge, Pennsylvania.

According to the Pennsylvania State Police, officers from the Mansfield Borough Police Department, Mansfield University Police Department, and PSP Troop F located Costanzo near 42 Wilson Avenue at approximately 6:19 a.m. Police stated that Costanzo was armed with a fully deployed folding pocketknife and ignored multiple commands from responding officers.

Investigators say Costanzo continued advancing toward uniformed Pennsylvania State Police members and a Mansfield University Police officer while holding the knife. During the encounter, a Pennsylvania State Police member discharged a department-issued firearm, striking Costanzo.

First aid was immediately administered at the scene; however, Costanzo later succumbed to his injuries and was pronounced deceased by Tioga County Chief Deputy Coroner Steven Daugherty.

In accordance with department policy, all Pennsylvania State Police personnel involved in the incident have been placed on administrative leave pending the outcome of the investigation.

The incident remains under joint investigation by the Pennsylvania State Police and the Tioga County District Attorney’s Office.
